You have 2 IPs:
One for your cable modem, and the other for your PC.
When you unplug your modem, your PC IP stays the same, but not on your modem (refer to your ISP for this). Now if you want to change your IP on your PC, to to the TCP/IP settings for your network interface and set a manual one.

As long as you don't have a static IP you should be able to change this by simply turning off your modem for a few minutes. Check your WAN IP before you do it and after. The norm is to go to 192.168.1.1 but there are many other setups as well that are possible. of you know how to access your modem or your router you should be able to see your WAN IP on either of them to confirm change.

To check your Computer(Private/Local) IP address:-Use the following command prompt start->run->cmd->ipconfig/all
And to check your Internet(Public/Network) IP address:- use the site IP-Details.com .
And to change your Ip address, check your IP provided by Internet Service
Provider(ISP) is static (or) dynamic. If you have dynamic IP, then
change your IP address by following the steps:-
1)Clear all cookies and cache file from your browser.
2)Go to Start->Run->Cmd->Press Enter..
Type in "ipconfig/release" for Current IP address and then type "ipconfig/renew" for New IP address.
3)Either follow step 2 or Simply restart or unplug your modem/router .
If you have Static Ip address, Contact your service provider and request a IP Change.
