I only works if I help it by turning the cage. I replace the capacitor already and it didn't help.
Did you use the proper size capacitor? They are rated in micro ferods and the voltage is either 370 or 440. Most residential units use either 5 or 7, and larger units require 10. So, make sure you used the correct one. If it is correct, then the brushes that are located within the motor itself are worn out and need replacement. You can have a lot of motors rewound, or it may be more economical to replace the motor. In which case, make sure the motor is an exact replacement. If it isn't, the furnace will not operate properly and could cause a fire, or shut off prematurely due to the lack of airflow through the heat exchanger.

Sounds like it to me. You might be able to switch the motor speeds by taking the red wire off the heat spot on the board and taking the one that is on the park and switching them. But more then likely the blower is bad replace the capacitor at the same time.
You could take the black wire and switching with red or what ever color is on the heat spot. The black wire is on the cool spot so just switch those two. ken

The receiver is obviously having a power problem as a result of the power outage. Those components (diode, transistor, etc) you checked are what I would have told you to check normally. But since they seem alright, it means you will have to replace the power supply including the transformer of the receiver.
Since there is no output on the transformer, it is possible that the transformer coil is burnt.
In summary, problem lies between the transformer and power supply board. They both need to be replaced. There are some bad components on the power supply board that you cannot detect with a meter. So just change the power supply with the transformer and your receiver's power will be restored.
