Probably the counter wheel inside the volume button has been damaged. You can try to open it up and check the module. Mostly its a 3 pin encoder block of a standard size. Just replace it with a soldering iron.

Hello, according to the information I have, the Kenwood KT-56 tuner is just that. This means in order to have volume control you will need an amplifier. The KT-56 only allows changing of the stations, pre setting stations and may be a couple of more options. But it is only a tuner or simply put a display, now you need to put power behind it to make it put out sound.
I once had the same problem and took it in to have it looked at! The guy simply pushed in the small black button to the left of the ATT button and it reset!
