If it is up and down, then you have contamination of the paper path. The paper path needs to be thouroughly cleaned.
In addition, check the rollers and little wheels that keep the paper flat where the printheads cross. On some printers, the carrier for the shaft of these can come loose and allow the paper to buldge up slightly to hit the print head and smear a vertical stripe.
The paper path is the complete path a sheet of paper traverses from the source tray to the output after being printed. Sometimes you have to partially disassemble the printer to find the problem.
First look for gobs of ink where the paper goes over rollers or a roller that doesn;t hold the paper flat so it buldges up agains the print head as it passes by while printing.
Use a bright light to look for things out of place or where a leak has dumped ink where the stripe happens.ALSO using a bright light, see if paper is buldging up as the print head swings side to side.
These are fairly common problems, and USUALLY are brought on by a paper jam, especially if the paper is pulled out forcibly.

First, I would check the roller on the print/toner cartidge to see if there is a black line anywhere on it. Try cleaning that off and reinstalling the cartidge. If that doesn't work, try a new cartidge before trying anything below.
Open all compartments and inspect them for toner, and clean them off.
Note: the solutions below do not apply to printers where the fuser and toner are all in one cartridge, like on many low to mid range laser printers.
If changing the toner cartidge didn't work, you can try taking a look at the fuser, see if it has any lines on the roller and see if you can clean it off. The fuser roller should have a consistant surface all the way across, sometimes toner gets burned on and the fuser is junk. Sometimes you can't of course and a new fuser is in order.
If none of this helps, I suggest you leave the fixing of this printer up to the pros.
