I have had this with a couple of lx100s that I've owned. Focus and Zoom error messages and staying on System Error. One I tried to dismantle after watching videos and downloading the service manual and that didn't end well. On the replacement camera it was a gradual happening that got worse and worse until the lens just made noises but wouldn't extend. Not wanting to spend any money on a repair service I fixed it trying something different and it has stayed working perfectly ever since. I ?emoved the lens cover and screwed in a teleszoom lens I had bought cheap off eBay years ago, straight away when I switched on with a battery at half power the lens powered out, it must be the extra weight I thought. I cycled it a few times on/off and then tried it without the telezoom lens and it stuck again. The next time I tried with the extra lens on I dropped out the battery when it was extended. Then manually pushed the lens back in by pressing the zoom lens against the table top until it stopped.
After this the camera reset itself when I put the battery back in and works as fast and reliable as when new. Hallelujah. I think if the motor is trying to work it just needs a little help to overcome whatever dust or sand particles are causing the jam so if you have an extra lens or lens you can screw in to give you help to manually pull on the lens to assist the motor driving it out, that it's worth a go.

sounds like the focus and (Optical Image Stabilization)drive motors are bound or broken, sadly this normaly means new camera, unless there are no marks on the case and they wouldn't think that it had been dropped or gotten wet, well ya know, they will normaly repair or replace it as long as it is due to manufacture defect.

The problem is that the lens has become stuck in the barrel. There are some DIY solutions you could try, but the
probability is that you will have to get it fixed by a professional.
Use
these at own risk as it may further damage the camera.
Firstly ,
try connecting your ac adapter or usb cable.
Try holding the
shutter button while switching on the camera.
Look at the lens ,
and if some of the lens 'circles' is misaligned or not concentric then
try wiggling it (while holding camera lens down).
Try gently
pushing or pulling the lens when it extends but this is risky as it may
cause the lens barrel to slip out of its guidance system.
Another
way to do this is to place the camera lens down on a hard surface and
then power it up. Be sure to use a soft cloth or something similar as to
not scratch your lens or casing. Let the lens push the camera up and
down a few times and sometimes the little resistance provided by the
camera is enough to get things going again.
Try hitting your
camera near the lens on the body with the soft tissue on the palm of
your hand.
Other than that , I would take the camera to a repair centre for a evaluation to see if it would cost more to repair than to
replace the camera.
If it is still under warranty I would suggest
you take it in before trying any of these steps and remove any
off-brand batteries or accessories as some stores are really fussy about
warranty repairs on camera's with non-brand accessories.
