Whistler 1010 is a year old, it worked good till unplug now it does not come on like no power , I have a tester and i'm getting power but it does nothing why ?

The lower end Whistler radar detector models do not have particularly good performance against all radar gun frequencies. Whistler's XTR-690, Pro78 and XTR-695 on the other hand do perform very well against all police radar guns. Its basically a matter of you get what you pay for.

3 things defrost heater, defrost timer or defrost limit thermostat.
You can pull the cover inside the freezer exposing the evaporator coils,
look for the defrost heater at the bottom of the coils. Test for continuity.
Find the defrost limit thermostat, a 2" metal disc attached to the evap coil usually on the side towards the top has two wires going in and will have continuity only when it is cold. If those are good probably the defrost timer.

I suspect she is flooded. Flooding is the most common cause of fails to start on a chainsaw. Remove the plug I bet it's wet.
Start Procedure
Cold:

1. Ignition on/off to on
2. Set compression release – optional step even if saw is equipped with a compression release
3. Pull (close) choke, set fast idle (done when choke closed on some saws); pull starter and listen for an attempt to start. once heard (usually two pulls; no more than 4)
4. Set compression release – optional step even if saw is equipped with a compression release
5. Push (open) choke pull starter until it starts. (usually first pull)

SOURCE: compressor starts slow just like

A lot of common problems in this catagory. Most capacitors show damage at the vent on connector end of cap. Make sure to unplug/disconnect power from both legs of power, at breaker or pressure switch. Good caps retain charge, so you will need to discharge cap befor testing. ground each leg, then short between legs, to discharge the caps. If it sparks it probably is good. If no spark, and no physical damage, you can replace the cap, $4. to $30. each. Most motor repair shops have cap testers. Low's has a good meter for around $27.00. Warning falure to discharge the capacitor, will damage the meter.
