Which OS are you using? Windows xp, vista, or windows 7?
You can try this:
turn off and turn it back on
as soon as you turn it on, keep pressing F8, you will see another screen which gives you options, choose option says Last known good configuration to see if it takes you all the way to your desktop. Let me know.

try installing an updated driver for your webcam and updated driver for the video card for your laptop. go to driverguide.com and register then search for drivers. or you can go to the manufacturers website of your laptop and search for the software drivers.
