Do you have the 1320D or just a 1320. Only the D version will duplex automatically. The base version requires you to manually duplex. If you are sure you have the duplex version, then check the settings in the print driver and make sure it shows that the duplex option is installed. The driver often defaults to no duplexer.
There is a small sensor (usually a "finger" and a "socket") that senses when no paper is inserted.
Obviously, the sensor is giving the wrong "status" to the printer.
It could be clogged with paper-dust, or the finger could be jammed, so that it does not move.

Try unplugging the power cord and plugging it back in. Check to make sure that there are no paper jams or foreign objects stuck in the rollers. Reseat the toner and make sure the lid is firmly closed.

13.10 PAPER JAM The event log message for a paper-delay jam in the duplexer is 13.10.
1. Check the duplexer and the rear area of the printer for obstructions or damage.
2. Check PS1701 and PS1703 in the duplexer for correct operation. Replace the
duplexer if a sensor is defective.
Managed to solve this myself: I disassembled the printer and noticed there was a paper jammed in the duplex tray. Rolls were all ok, but the paper blocked the use of the duplex pathway. For disassembly help check the HP 1320 service manual, which you can find on the net as a PDF.
