Is it plugged in? Check the circuit breaker
Simple stuff first. 1 Is the breaker on?
2. did you test before installation?
Testimonial: "*Re-checked supply power when disconnected from oven, 120/240vac with ground. *Re-connected power to oven, still nothing at the display, no clock and no function at all. *Checked power at incoming terminal block: L1-L2=240v L1-N=0v L2-N=240v L1-G=120v L2-G=120v N-G=120v"

The F-3 error code typically means you have sensor problem. The sensor is usually mounted in the oven space up near the top of the unit. The first thing to do is turn off the circuit breaker to the oven. Do you have an ohm meter? I suggest if you don't to purchase one. They are relatively inexpensive. Maybe you can borrow one from a friend. Disconnect the sensor from the electronic control and measure the resistance. There should be a wiring diagram in the top of the unit that will help you to locate the sensor wires. Most sensors should read around 1100 ohms at room temperature. If sensor reads as an open circuit or has a very high resistance, it must be replaced. If instead it reads very low, then there is a short in the wiring. Some units have a fuse in series with the sensor. Check to see that the fuse has not blown.

Peter,
First...be sure you cut power to the stove before you do anything. This is 220 volts and it can kill you. 220 Volts is based on two different lines of power coming to the stove, each of which is 110 volts...but opposite each other in phase. This may mean that some power to the stove is on and some is not. Let's go on.
I suspect a few things: First, the coil control for the burner is probably finished. What I also suspect is that it opened one of the two breakers (they are usually tied together in the panel and are either 40/50/60 amp units) causing some lights but no action.
What to do: Reset the breakers as a pair by turning them off and on. If one snaps off, you have a problem at the stove. If not,...which I doubt...you're in business.
Let's look at replacing the control. Shut the breakers. Now, take the burned control and remove it. Note the wiring positions if they are not on a plug. If they are terminals, tape the ends. Now, reset those breakers. If the other burners work, replace the control. Take the old one to the parts store. If it doesn't work, look around the burned area for broken wires. Repair and tape them up. Try again. Oh, and don't let anyone touch the stove while you're working with those breakers.

ouch thats gotta hurt!! how about the clock os that back on atleast??? sounds like a bad thermo stat on the back wall of the unit maybe a quater sized thermo 1 wire in one out, should have ( BUT DOUBt it does) have continuity through it. ifthe clock still doenst work ther is also a small inline thermal fuse connected right to the wire warness connecting to the main control

1. Check plug outlet.
2. Check electrical box underneath the d/w where power cord connected to d/w (you have to take the kick panel off . The box located on right side). Sometime you can find burn wire there.
3. Check the thermal fuse on computer board. It is inside the control panel on right hand side. The fuse has 2 white plastic connector which sticks out, easy to find.

You have a shorting
membrane keypad. If and when an oven is coming on or doing anything by itself, this is very dangerous and can result in a fire.
So until it is repaired,
please leave it unplugged or leave the door
open when it's not in use, and please do not leave it running
unattended.
On this model, the membrane keypad is not
available as a separate part, so you would have to order the control
panel frame which comes with a new keypad.
In this case, you simply
move your circuit board into the new frame.
That is a simple do-it-yourself job.
You can find
helpful exploded view diagrams and order parts by entering your full
model number (KHMS155LWH1 without dashes) from the tag on the oven here.

over the range control panel assembly in under 5 minutes.
