It's likely that your OS, whatever that is, wrongly identified the display size of your TV and it set the screen resolution too high, and you may even have what is known as a "virtual" desktop that is bigger than the physical screen size.
To ensure this is the case, move the mouse pointer towards the edges of the TV screen and see if your desktop scrolls along, and your icons and other stuff shows up. If this is the case, then adjust your resolution to a smaller size, say, from 1920 x 1200 to 1024 x 768, click Apply and then Ok.
That should fix the problem temporarily, but there's no guarantee that it will not do the same thing next time you connect your pc to your TV set. I have experienced the same thing with my laptop and HDTV, and I have had to repeat the process again.
Good luck!

I am having issues with my laptop Dell Vostro 1510. Getting a black screen and white cursor in the upper left hand corner.

The error code indicates that the system is not able to access or detect any Hard Disk Drive.
If comfortable you can try the following:
1. Open your laptop following the below guide
2. Look for the Hard Disk Drive
3. Remove it from the system
4. Re-seat the Hard Disk drive
5. Re-start the system

If still the HDD is not detected I am afraid to say that the Drive is gone bad and needs a replacement.

Kindly feel free for any further clarification or assistance.

What cables do i use to connect my inspiron 1510 to the t.v. and/or cable box

If you are trying to route video from the computer to the TV, the only video out on this model is via the VGA connection which would require a VGA input on the TV or cable box.

I have an 2008 Dell Vostro 1510. Warranty is up. Cursor keeps jumping so that I end up typing in areas where I don't want to or it jumps to some icon and triggers it.

go to control panel, open Mouse Properties, touchpad tab
There you will have options for either TouchCheck, Or PalmCheck, enable and if there is an adjustment slider, have it mostly to the left (This disables the touchpad while typing, then when you stop typing, it will respond again)
Also if there is an option for Draglock, disable it

Press power button nothing comes up on screen, however, the num lock icon lights up and flashes, the caps lock icon also lights up. Dell Vostro 1510.

Copy and paste this link into your internet browser for the service manual for your laptop.
http://support.dell.com/support/edocs/systems/vos1510/en/SM/html/trouble.htm#wp1092170
The star icon (*) means flashing LED, the bold circle means on, the circle within a circle means off.
The LED's that they are referring to are the NUM, CAPS and SCROLL.
It appears that you have a problem with your LCD. Try connecting an external monitor to your laptop. If you get a display then your LCD display panel needs to be replaced. If no display then your motherboard needs to be replaced.
