The inside of the dryer appears to be clean. The only thing I can see is that a gasket on the edge of the drum might be breaking down and the black particles might be smearing the clothes.

I had the same problem. Unfortunately, it is caused by a rusting drum edges, if you can believe it. My dryer was only 6 years old when this problem occured. There are felt gaskets on the front and back of the drums where it contacts and rotates on the frame of the dryer. You can take a white cloth and run it around the rim of the front and back of the drum and I suspect you will end up with some discoloration on the cloth. I had these felt gaskets replaced, but that is only a temp solution. When the drum is taken out and the old felt gaskets are removed, you can clean the edges of the drum and get a lot of rust/brown off the drum. New gaskets are only a temp fix. I did it about 1 1/2 yr ago, and I think the problem is starting again. Probably time for a new dryer or time to pull the drum and clean it. New drum probably cost prohibitive if you can get one. What a bunch of **** for a 7 1/2 old dryer. Next dryer will have a stainless steel drum. Hope this explanation helps you with your problem.

Usually, if you are getting brown streaks or marks on clothing, one or both of the drum seals are going bad. Clothing will drag between the bulkhead and the drum, leaving brown marks. If you want to do the repair yourself, I can provide instructions, otherwise call for service.
the soot is coming from the flame at the gas heater box the drier needs to be converted to propane the flame is too large without the conversion kit installed and thus creates soot at the vent. contact a local repair place for this one it can be tricky.
The clothes are getting pinched between the drum and the housing. Check the gasket(s) where the drum turns on the housing at the front and back. If the gasket is worn there is a small gap that clothes can get pulled into. The marks are from the worn metal. Lighter weight clothes are more likely to get caught. The gaskets can be replaced by removing the drum.

Yes, you can use white vinegar to clean the dryer surfaces inside.. and the goo you see may be some of the gasket cement that secures the felt seal to the drum and s breaking free. I suggest you do a thorough examination around the entiore drum circumference for any traces of this material and clean it off with a single edge razor and solvent such as alcohol or mineral spirits. Be sure to allow ample time for the residue from those solvents to dissipate Before cycling clothes in that dryer. I hpe this helps you.
