If you have no power to your starter, it will not start. Check the positive battery cable going to the starter and make sure it is tight and not burned.
if it turns over it is not the starter motor. Try dumping a little bit of fuel into the carb, check the air filter, if you can also try to tow it behind something and put it in gear. It also may be flooded. let it stand for a bit and retry. double check all electrical and vacuum hoses.
To check the spark put the spark plug in the cap and rest the tip of the spark plug on the head of the engine and crank it over. You should see a strong spark.
(Remember doing this creates electricity so don't touch the tip)
if it has a kill switch make sure it is on, check that you are getting spark at the plug and have the right fuel in the motor.
Remove the air filter from the carbi and squirt some 2 stroke fuel directly into the throat of the carbi and try to start it.
