Some things to look for:
1. Make sure all hoses are connected, to each other and to the skimmer/vacuum port.
2. Make sure you're getting plenty of flow through the hose. Remove the hose from the cleaner an, carefully, check to make sure you're getting good suction. If you don't feel much suction at the hose end, disconnect one section at a time, until you find one with good suction. The last section removed probably has something stuck in it.
3. If you have good suction at the hose end (when checking tip #2) turn cleaner over to determine that nothing is lodged in the opening and preventing the turbine from turning. It doesn't take much to stop the turbine. Twigs, palm leaves or other heavy leaves, small animals, small pebbles, etc.
Another thing to consider is the age of the cleaner. These cleaners need to be "tuned-up" every 12-18 months. I usually replace the pads, pods, turbine, wings, flags and A-frame in a tune-up.
