Take the pedal arm off one side. By loosening the nut. Once off use a hammer to hit the opposite side of where you just removed the nut. Loosen the bolt that is on the rim pinning it to the axle. No hammer the side without pedal arm to drive the axle out.
They all come of the same. Start by removing all the air. The use a tire removal tool (using a sharp item like a screwdriver will surely punch a hole in the tube) to catch the tire tread and lift it over the rim. Continue around the pull the other side off.
If the issue is getting it off the fork, you may have to release the brake mechanism.

if you take it to a tire shop they should be able to fix it. as it's not a huge tire... take the rim off... fill it with air and immerse it in water to find the leak
