The same happens from time to time with my panasonic NV-GS11 GC video camera and I have no idea what is causing it. But what I normally do is just turn it of wait 10 seconds and turn it on again. If it stil comes on try removing the tape and see if it is faulty.
I also have the same problem and after almost buying a replacement I thought I would try one time to get it to go.
What I did was start the cam without a tape in it, let it bring up the little red icon indicating no tape inserted, (it hadn't started flashing "PLEASE RE-OPERATE AFTER PUSHING RESET BUTTON" at this stage) then I inserted my tape. Hey presto, it works although for how long I don't know. I'll immediately start burn my tapes to disc while the going is good.
...and try this first...: You need to know in which position was camera turned of. So try turning it on in RECORD OR PLAY position. It will work then...
A similar thing happened to me - I took it to panasonic service centre to fix and unbelievably the problem was that the HAND STRAP was quite tight (I have small hands and set it snug) and prevented the door from openeing just another milimetre more, and thus caused the carriage to 'jam'. Loosening the hand strap and opening the door allowed the tape carriage to move properly again. This was a great relief (although I still had to replace the carriage mechanism a few months later.....due to reset button message)
