What you need to do is use a different tv or scart/av cable first, go to settings and reduce the resolution its because the tv cannot handle such a high res, if this dosent work, please post back,

Hello. I also had this problem and the solution is very simple.
Haha, just press the i+/? button somewhere on your remote.
I hope this fixed your problem!
Just like a few of your other readers mentioned, we pushed the button below the AV/TV button for 3 seconds and the screen unlocked. Thanks for everyone's advise, we were ready to throw out the TV.
This is a fault i have seen with phillips lcd tv's and i suspect it could be the lcd screen itself, the ribbon cables from the screen are heat contacted on to a circuit board and there could be anything from 10 to 15 of these ribon cables and over a period of time the heat generated from the internal panels will deteriorate the plastic ribbon cables.
Try twisting the screen gently by placing your left hand on the top left hand corner and your right hand on the top right hand corner and gently twisting,if the lines go and then come back after you let go then a new screen will be required but it may be cheaper to buy a new one, could be worth buying the extended warrenty.
