First make sure you are not in transit mode. Some outboards have a lever which keeps the motor tilted for trailering. You should have a fuse for the tilt motor, check that. If the pump is turning and it sounds like it is whining you are pushing air and either lost your hydraulic fluid or have an air bubble in the system. Check your fluid reservoir.

check the solinoid you should have two,one for up and one for down,you can test by putting a screwdriver on both neg and pos contacts at same time,if thats not it check to make sure nothing came unpluged

Stop! Dont replace the pump...I would bet that it is the "down" Solenoid that went haywire. I would begin by replacing the Down solenoid...it is a far easier and cheaper fix and if your pump works to raise the engine then that tells me that it is not faulty. The Down solenoid looks just like a starter solenoid and the one that you are looking to replace has a GREEN wire to it. Yellow with a red stripe is for the starter. Blue wire is the up solenoid. So replace the one with the green wire going to it and I bet it will fix your problem.

have you got hydraulic trim/tilt? if so control button /switch will be on or near throttle handle-if not you will have to manually lift and insert pin at bottom of mount on transom

Have evinrude 225 etec and the hydraulic tilt will not tilt motor all the way up

Hey Hunter,
First, make sure the manual release screw is seated tight.(port side of engine mount) ..Does the pump run and just not lift? Does the motor jump and jerk while you are trying to trim up? Can you lift the engine by hand while you are trimming? Have you filled the fluid reservoir with fluid? - There is a cap with a slot on the reservoir - MAKE SURE the engine if at full tilt - fill the reservoir.. you can use Dexron type III transmission fluid.... check these items and reply to me.

Check fuse.try connecting trim wires from t/tilt motor direct to battery supply to see if motor is ok.t/tit solenoid could be faulty,switches could be faulty.broken wire in loom or control box

Evinrude 225hp will not power tilt batteries OK manual release will turn but still not able to tilt motor?

Check trim tilt switch (if that's ok ) Try the trim / tilt relay inside the engine cover.
Could also be limit switch above the trim motor up further under the motor.
My bet is switch or relay

Can not lower the motor manually. 1989 Evinrude outboard 60 HP

There is a screw usally on the right side looking at back of motor use large screw driver loosen motor will come down I guess you have trim and tilt
