If you have snow that means you've either lost the signal source (cable satelite antenna) or the TV tuner is bad or your not on a recievable channel. Try hooking a signal to one of the video inputs of the TV.
More info on what you have hooked to the TV would help.
Although your picture is perfect, I would think the fine tuning is slightly off. This can also be to do with the cable box frequency setting. Call out the cable people & get them to check the box & the setting up to the TV.
Could it be vertical IC loose connection. It is sometimes connected with correct tuning. Check it for crack or wiggling connection best is to resolder.
Assuming the picture tube lights up and you have snow when selecting the tuner function, I would first hook up a working VCR with a good tape and play it while the set is on channel 3 (if that is what your VCR is set to). If no sound or picture is displayed while the tape is playing,it could indicate a defective tuner. If you don't even get snow with no antenna connected (unless your set is designed to go to a blue screen with no signal present) then you could have a problem in the video processing circuits which would explain no picture with the RCA connections as well. This would probably make the set beyone economical repair.

TAKE THE BACK OFF AND TRY TAPPING AROUND WITH YOUR DRIVER HANDLE THIS WILL LEAD YOU TO WERE THE PROBLEM IS.
THEN WE TAKE THE TUNERS APART AND RE SOLDER THE CONNECTIONS,BUT YOU HAVE TO BE VERY GOOD OR YOU WILL
MAKE MATTERS WORSE.
