Blank raster with flyback lines on a Philips 21PT135A TV. Chassis type Anubis A AC. The sound is OK.

Flyback lines? Is the picture all white with no brightness control with faint horizontal faint lines? If this is what you are saying, the screen voltage could be bad, and if thats the case, the picture tube or the flyback itself could be bad. You could also have a bad connection on the crt socket

crt beam current too high causing shutdown as you know. Check cathode voltage of each cathode, normal levels depend on picture is around 130-150V. Missing 200V to crt board. Screen voltage problem normal 300-500V. Flyback or bad crt. ABL circuit problem. Jungle IC.

I could still make out 68 over 2kv on the burnt capacitor. Replaced with a 680 pf 2kv that I bought at a local TV repair shop. works great.

It sounds like a blank raster with retrace lines (no picture) which would be some kind of video fault. You could check C-board (Video OUT (IC9001-IC9003)) and progress from there. Also, being a CRT set, there may be a few bad solder joints everywhere - especially around the flyback transformer, and, with set unplugged, look for ruptured or bulging electrolytic capacitors in the video, vertical and HV areas of the chassis. Also check the horizontal output transistor(s) and associated tuning capacitor(s) to make sure they are OK (if they are, you can rule them out as suspects). It's a start.

Philips 43PP8545

You have no high voltage, like many in this forum, this model of Philips has some of the same problems. Look around here you may find the answer to your set. If not check Vertical IC, TDA8177, audio ic on signal board up front on left. check Power supply first for blown fuse, 1000, 2004, 1300, 1900 etc. No sound or pic means something is open. Does set has L E D lights on front of set?

This denotes a problem called blooming the horizontal lines you see are called retrace lines this is caused by the increase in anode voltage which could be caused by an increase in HV section current which trips the overcurrent protection dircuit and turns the TV off.If you do not have electronics experience I would suggest taking the set to a TV repair shop.

Faulty TV

check the ABL at the flyback. sould be at least 185+ volts on the G2 at the crt socket
