My 47" flat panel lcd insignia tv screen does not power up. the blue power light comes on but nothing on the screen
Nothing at all? Does the screen seem to go from dark black to a lighter shade of black?
If the screen appears to stay on the darker shade of black then it is broken, and needs to be sent for repair. ( ie the screen isnt powering on when the tv is and there is nothing you can do without opening it.
You might try unplugging all cables and leaving it off with no power for a day This is in effect performing a factory reset.
and this may sound stupid and patronizing but is the TV being taken out of standby mode and actually switched on?

Actually I was mistaken and it is a 37 inch tv. The screen stays completely dark. The only thing that appears to work is the red light blinking when you turn the set off, and he blue light comes on when you turn it on. I think you're right. It's broken and destined for the repair shop. The Best Buy Geek Squad folks told me it might be a bad inverter? And cost to repair that would be around $150. I'm not sure it's worth repairing since I can buy a brand new 32 inch for less than $400.
