This printer have a problem on HP circuit board. Usually its grounded due to ink waste, or not using it like what you said it took about three months. Here is a tip if your printer HP is still under warranty then you can send or contact to HP Center or the one you buy from it. To be sure that your printer is working back normally.
Good luck!

There is a problem with the power outlet socket: the adapter shoe does not fit tightly inside. Try plugging the adapter in another power outlet and hold firmly.
Printers do not 'age' if not used for a few months. Try another power cable and then another adapter.

Try a replacement power cable (the one that connects the adapter to the printer).
If you find that your printer is damaged then I suggest you buy a new one.
The deskjet series is more of a 'disposable' type. It can be repaired, however, but not without creating future trouble.
My advice: get a new one!

Check eBay for replacement parts. Voltage, power capacity and the connector can all vary but you can probably find a replacement part. If not, the things are so cheap these days.

I knew a consultant who did training. In every city he would buy a new inkjet at the start of his courses. At the end of his courses he would leave the printer in the room as a tip for the hotel staff.

I have a HP Deskjet D1560, and with the power cord plugged into a working outlet (I checked), the printer won't turn on. Is it just old? Is something wrong with the power cord or the printer?

There is only one way to find out if it is an issue with the printer or the Power cord.

Normally every HP printer has 2 parts. One cord connects the Printer to an Adapter. the Adapter cord then connects to the Wall outlet.

Now that you have connected the printer to working outlet, Check after 10-15 mins if the Adapter ( black box ) is warm or cold. If the Adapter is warm and the green LED light on adapter is glowing, then it could an issue with the Cord or the Printer.

Try with another Adapter or power cord to diagnose.

Shawn
