The LED on the left blinking green 3 times is power-up, the LED on the right blinking green 3 times is what Toshiba calls a "BUS Error" which basically means a hardware fault.

The TV is on protect mode.

Try first leaving the TV power cord unplugged for some times, let say one hour or so.

Also ensure that the fault is not coming from a faulty receiver box sending bad signal, check if you get same problem with no receiver box or dvd connected.

If that does not work, and you keep having a flashing led on front of the TV, and tv turning off by itself after a while, that indicates a fault condition.

The flashing light indicates a diagnostic state called protection.
When the TV goes on protection there are only two possible reasons.

1The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit.

2 The protection circuit detected a wrong voltage or abroken contact, identified an internal fault and kicked in , startingthe flashing light.

If you are in situation one, then theTV will reset just unplugging power cord for one or two hours, sometimes even minutes.

If you are in situation 2 , then there is an internal fault.

Common faults that can occur are a blown capacitor on power board, a convergence IC has blown, or a fault on Digital board.

Check also the video cable or any external connection cable, if the cable is shorting, or the connector is bad, you can get same flashing state because of the video cable.

If under warranty contact the manufacturer ringing the number on the user manual

If you want to repair at your own expenses, just locate any good qualified repairer.

SOURCE: Set will not power on.. Blinks red LED 8 times

It's a power supply related problem.
The flashing 8 times is a trouble code. A Service Manual for your TV model will have the info on the codes. It could be a bad capacitor or a transformer on the power supply board. If you have some electronic experience, you can find a Service Manual for your TV over the internet. Cost about under $20.

SOURCE: Red light blinking three times in a row

Service manual says 3 flashing red leds = eeprom error (main digital / video pcb).
Suggest you start by implementation of Fujitsu Service Bulletin PDP 0068-01 Main Digital pcb see:-ttp://www.eserviceinfo.com/download.php?fileid=43450

It's not to complicated, in the newer TVs as well as other things, when you first turn them on the diagnostic circuits kick in [that the first relay you hear click] it sends a signal (low voltage) to all the circuits to check them and make sure there are no problems. If it gets the proper returns from each circuit it kicks out and the full power relay kicks in and powers your set up. This is done to protect others circuits that might be effected by a flaw in a different circuit. What started as a small flaw in a component has gotten worse with use which is normal. Your set is kicking the diagnostic circuits and they are detecting the problem and shutting it down. You have problems with your power board, if the diagnostics circuits were not in place and full power hit the set the power board could possibly put triple or more voltage to some section of another board, thus burning it out also. That's why they started using the diagnostic circuits on TVs, Computers have had them for years. Late model car - etc. I would take the power board out of it and go to shop Jimmy's and enter the part # which will be on the board and order me another one and pop it in and kick back and watch TV again. I don't know what a power board would cost for it but "shopjimmy's" carries high quality boards at a reasonable price. I do caution you on buying a refurbished board, they are tempting but I have never and I mean never seen one hold up very long. As a matter of fact I will not put one into a TV or anything else for that matter. So there is light at the end of the tunnel and it's not the train this time! I only work on the kind of TV that plug into the wall or run on batteries, therefore, I've seen a bunch of them in14 years. Don't worry about getting the wires mixed up because one thing about TVs is a harness or plug will only fit one place and that is where it belogs you can't cross them up.

What's your problem? won't turn on..... yellow/orange light continually flashes three times...

Toshiba Regza 37in - 37HL17
TV will not turn on - Yellow power ind. Light blinks three times...
Fixed with a firmware update (hard to believe, but true). Search Google for a file named: 2007SEN069.zip (don't worry if the page you find it on doesn't mention the 37HL17 - it worked fine). Unzip the file, and copy the 3 folders and 3 files to the root of a small SD card. The SD card MUST be 2GB or less in size (I used a 1GB card), and it MUST be formatted with FAT-16 (not FAT-32). Mine was pre-formatted as FAT (FAT-16). The SD port is on the back of the TV behind a cover plate near the power cable. You do NOT need to remove the back cover of the TV, just the small cover plate (1 screw). UNPLUG the TV; remove the cover plate; insert the SD card (prepped as explained above); Plug in the TV; Watch the yellow lights blink, then turn blue, then go dark; UNPLUG the TV; remove the SD Card and replace the cover; Plug in the TV; Yellow lights will blink a few times (this is normal); when blinking stops, turn on the TV and you should be good to go. :-)

Hi,Iwas watching TV and the screen went black. No lights on,I unplugged and plugged again but anything happened. My TV is a Toshiba Regza model 42RV530U. Can you help me? Thanks

If there was a popping noise of any kind when the tv screen went black there's a high possibility that one of the fuses in the tv popped and there is no power to the tv. It could also just be the outlet itself and try plugging the tv to different working outlets.

Wont turn on but yellow light is flashing

I followed the steps at the following link and it worked for me. I have a 2007 Toshiba Regza 42HL67, but the firmware applies to many models as documented in the readme file at the location found via the link below. I used a 1gb SD card formatted FAT16, copied the unzipped files and folder to the card (wasn't sure if it required the top level folder or only the files under the top level folder so I copied both to the root of the SD card), unplugged the TV, inserted the card, plugged in the TV, waited 2.5 minutes, unplugged the TV, removed the card, plugged in the TV, yellow light flashed 3 times and went out. I turned on the TV and it has worked normally since last night.

REGZA 42HL167 Won't turn on

I found it!

I managed to fix it by reloading the firmware.

I posted detailed instructions on my website at:

http://www.benjammin.net/www/pages/techtips/Toshiba-Regza-42HL167.html

I hope this is still useful for others. It's so embarrassingly easy anyone can at least TRY it before calling a tech if they have any friends that are computer savvy.
