In LG CRT tv model 21FE3BG4AZ There is a vertical line in the upper part of the tv. Otherwise everything is blank.how can I solve this problem?

The CRT tube in your monitor is damaged. The best way to fix this is to replace the monitor.

The so called plastic strip is not plastic, it is call Flexible Printed circuit board made from KAPTON, they are not soldered on to the LCD panel but they are ultrasonic welded on, it is obviously that people that tell you to resolder the connection never senn or work on the LCD panel before.
I would try reseating the ribbon cables between the T-CON board and the LCD panel first. Worst case will be bad LCD panel.

please take out the coil connecting the yoke o/p to ground
& rewind it with same gauge copper wire & then adjust the screen by remote code...pressing ok on remote& ok on the tv simultaniously
