Sounds like there is a disconnect between the power in and the battery, probably a broken solder joint or a fuse. Unless you are a tech, send it in for repair.
I have the same problem. i think it is something to do with motherboard like dageezer said. the reason for my problem is that the computer doesn't recognise that the charger is 90W when quite clearly it is stated on the charger that it is, therefore the laptop doesn't recognise that the charger is producing sufficient power to charge the laptop. Mines going back to Dell because i don't have the time and cant be bothered with the agro of sorting it any other way
If you've replaced the battery with a known good and the battery will not charge, then the motherboard will need to be replaced.
Free diagnosis? generally most places at a minimum will charge a bench fee to check out a system (Most will drop the fee if you have them do the repair) I did find this offer on Ebay, you can check into it if you like.
