The boiler should have a make-up water connection from the home cold water supply line. Depending on when it was installed it will have a back flow preventer in line before the pressure reducing valve. The pressure reducing valve is designed to fill the boiler if the water pressure in the boiler falls below a specific set point, usually 12-15 pounds. I will be piped to the return side of the boiler in most cases. If the boiler is not filling the PRV could be defective, or depending on the specific controls, there could be a low water float assembly, either electronic or mechanical that activates a control valve to fill the boiler and that may be either stuck or defective. Boilers should be properly maintained at a minimum of every other year, once a year is best to ensure that you get 25+ years of operation from them.

The flame sensor, which is located in front of one of the burner flames is probably oxidized and needs cleaning or replacement. If the unit can't "sense" the flame, it will continue to cycle.

Not firing up

Try cleaning the thermocoulpe. If its dirty and sooty no enough heat gets to it and the pilot won't stay on. Also make sure its aime inside the hottest part of the flame. The small blue tip of the flame.

Blinking red light no heat

It sounds like you are actually in lock out. Recycle is when during a call for heat, the flame goes out, the unit will try to restart itself. Hope this helps

FILLING THE WATER TANKS
1. Before filling the water tanks, push the POWER switch to the “OFF” position and
unplug unit. Refer to cleaning instructions.
2. Remove water tanks from base, turn each tank upside down and remove tank cap
by turning counterclockwise. Fill tank with clean cold tap water.
Replace the tank cap by turning clockwise. Tighten firmly.
3. Carefully pick up tank, since it will be heavy when full, and slippery if wet.
4. Place water tanks on base. Make sure tanks are properly placed, otherwise, the
humidifier will not work correctly.
