Make sure your time display is on T1.
Press and hold the "Light" button for three seconds.
When you release it, the display will begin flashing and you can make the adjustments with the "ST/SP" and "Lap" buttons.

I need to know what kind of watch you are talking about Just like every car has a muffler, they are all differant, same goes with watches. Usually by the buttons will be the words "adjust" or "mode"or "set" try pushing one of these and holding down the button for 4-5 seconds (no less) because somtimes it takes that long to start (blinking).Once you get it blinking just push buttons you'll find the ones that do what you need. If you find out that this dos't work, please let me know, there are differant ways to set watche , this is just the most likly way

It sounds to me as you are having the problem with faulty contacts. They should be cleaned and checked for stiffness- if too weak must be replaced.
The next possible cause can be integrated circuit (IC) failure. In this case only skilled watchmaker can help you and that gonna be costly.

When in the 'TIME' mode, Press the button top-right of the face - the bell should disappear, and the hourly beep, and the buttonpress beep.

SETTING THE TIME.
Press [L2] to move through
the modes. When the time display flashes, you are in the correct mode to set
the time. The hours first, then the
minutes and seconds.
Press [R1] to advance the
numbers, [R2] to go to the next.
Press [L2] to save your
settings. [L1] is not used; it's the light.
SETTING THE DATE AND DAY. After setting the time (seconds flashing)
push [R2] to move though time, backwards, to date, [R1] to set day, [R2] to
move to month [R1] to set the month. Push
[R2] to get to the day of the week, then [R1] to change. [L2] to end.
