There should be a little hole somewhere on the tablet. Stick a pin in it then it should factory reset it. Or if you can, create a new user then go to settings and factory reset it from there.

I am typing this on a Toshiba Thrive so I am sending you to where I go for answers. In case the link does not work do a search for "Toshiba Forums"

My screen is frozen

If you just recently did the camera update, it is said (by quite a few) that is can crash the system and you will need to reset it.
*IF* this is the case with you (happened right after camera update), and you want to reset it to correct the recurring problem, consult your owner's manual on how to reset the device or you can see instructions in the online manual here: https://www.manualowl.com/m/Toshiba/WT10-A32M/Manual/424925?page=42

Good luck

I have tried all of the suggestions in the forum including a factory reset but my Toshiba Excite Tablet remains in safe mode. How do I remove the tablet back to normal mode?

Most likely it is dead. If you tried a real factory reset, then just look for another tablet. Toshiba is not going to help you as, from my experience, they do not care after they sell you the prodcut and it gets out of warranty.

Consider Samsung.
