Question about Samsung Televison & Video
Samsung pn58c8000yf. TV will not turn on. I do have the red standby light. Power supply comes on for about 1 second and then turns off for about 4 seconds with the relay clicking. I changed the power supply board with one I borrowed but still had the same issue. Both the X and Y boards are unplugged. I did check the 5.3 vdc and it is fine. I'm thinking its the main board does this sound correct

Yes based on your testing it appears that the power supply is at fault solely and you can opt to attempt a repair or replace it altogether. Unfortunately you will not be certain that the main board does not also need to be replaced until you have repaired the power supply.
