Your going to have to go to microsofts website and buy it you will just have to specify what OS (operating system) you have. Wheather its XP or XP 64 or Vista. Once you buy online, you can download it from them. They will give you a product key that you will need to intall.
Here is the correct link where you can download Microsoft Publisher 2007 for free legally and use it for 60 days.

You can download it from Microsoft. It will need a key, which is only available when you purchase the program.
Hi,
You can download the 60-day free trial pack of Microsoft Office 2007 from:
http://us20.trymicrosoftoffice.com/default.aspx
If you want to use the software after the expiry of the Free trial, you'll have to purchase a key from Microsoft.
Hope this solves your problem. Thanks.
Its true that to own a product you need to by the physical copy of the product from distributor or online from Microsoft partners
But Microsoft give a chance to download and use the 60 days trial copy from the following URL:
http://office.microsoft.com/en-us/products/HA101741481033.aspx
I don't believe Microsoft offers a downloadable version of their office products. You'll have to buy a physical copy of the product.
