Cold engine adjust the valve lash to 5 thousands (.005) for both exhaust and intake valves.

Go to www.jackssmallengines.com and try searching for one. It helps a lot if you have the Model Number of the engine. eBay might be a good source, as well.

If this is a OHV (Over Head Valve) Engine, then Set the Valve Clearance.
The Problem Sounds like the Compression Release is Not Operating Correctly.
Setting the Valve Clearances will Correct the Compression Release Problem.
