You appear to be referring to the LCD/LED display above the touch panel, which is not a light bulb. If the panel display is dim it may be due to grime on the inside of the plastic transparent window. The whole touch panel has to be removed in order to clean it. Failing that, the panel would have to be replaced which may not be economically viable as it may cost more than to purchase a good working second hand or new oven.
Before removing the cover of a Microwave oven in attempt to carry out ANY maintenance such as replacing the Oven cavity lamp, make sure the oven is disconnected from the power point ! The voltages in a microwave oven ARE LETHAL !

This light failure often occurs when a bulb goes out and the filament shorts, or when the bulbs are removed or installed without first unplugging the oven from the power line. Either can cause such a failure on the controller.

This is the generic instructions to set the clock. I have visited the sanyo site to aquire a owners manual with no success in locating one. This being said, here are the instructions.

It sounds like the magnetron may have
either failed or is not being supplied with the extremely high
voltage required to run it.
YOUR
SAFETY IS PARAMOUNT
This is a job for a professional but if
you are safety clued up, here's instruction.
Make sure the !!!!any
capacitors are discharged!!!!! before attempting any sort of
repair.
Check the door interlock switches first then the high
voltage diode with either an AVO model 8 or moving coil meter on high
resistance range for short circuit, (DVM's won't show the fault!),
the capacitor can fail and go short circuit, the feed fuse on the
primary of the high voltage transformer and then finally, the
magnetron is best checked by substitution.
