There are different electric cords with different conductor configurations. Some I've seen include a stranded small tin wire for added support to the attachment of the cord to the device. It also helps strip the outer cord jacket. Depending on the looks and type of cord or cable, it may or may not connect to ground, to be verified.

doesn't matter both are 110v lines but if you want look up to top screw connections the wires coming to those screws are also colored as long as the red and black are to outside screws dryer will work ok

The green is the safety ground, it goes to a contact that is directly connected to the body of the dryer. A dryer cord is usually a flat thing with the wires that have lugs crimped on them. Usually the power wires are black, and the neutral wire is white. It's usually difficult to put it on wrong, so if it goes easy, it's probably right.

Your terminal block has been by-passed .
Hook your black cord wire to the black screw on the terminal block.
Hook your white wire to the white screw on the terminal block. Hook the bare ground to the exterior ground screw.
The 2 wires that are wire-nutted together will have to hook to the red wire on the cord.(they originally went to the third connection on the terminal).
You will probably have to cut and strip the red cord wire and attach it with the 2 wire-nutted connections.
