Question about Apple Cell Phones

everytime you buy an iPhone whatever its version you have to ask the seller to deactivate "find my iPhone" and sign out of his ID, so you can create a new one.

You can't, the sole purpose of an Iphone is to use the apple ID. What you can do, is create a Apple ID, just with a email and being over 13. The process is very simple, just search it up. :D

SOURCE: I bought an iPhone 5s 32gb in Utah from game stop I am mow in California this iPhone was cloud locked and I was unaware is there anyway to activate this iPhone or bypass the activation and reset it
When you buy a used iPhone, and turn it on, after the Apple icon disappears you should see a screen that says "Hello" or "Hallo" or "Hola". At he bottom it should say "slide to set up" in English or another language.
No password of any type is required to continue.
If you don't get this, it means the previous owner did not completely clear their information out of the phone.
Apple support may be able to help you. Or, you might get support from the carrier if you're using the same carrier the phone was previously on.
