Not much info here... I would take it to a professional and pay them to adjust it correctly..

My ryobi blower will not start I put a new carburetor on it. It has good spark. Do I need to adjust the carb

Probably, and make sure the gas is getting to the carb. There are set screws on the carb to adjust. Usually done when running but I think you can look online for some settings to start with.

What would cause the tv picture to Flicker even after I put in a new inverter and T-con boards

Flickering can be adjusted after entering its service mode option. If you wish to get some details; check the site linked here. Pull up older posts.
http://electronicshelponline.blogspot.com/
Service mode entry, adjust and exit procedure to many popular brand TVs are given. Never forget to exit the service mode, after all adjustments have been done.
NB: Please read and understand well, the instructions to enter the service mode, before you begin. Be very careful. Note how to "EXIT" the service mode; after entering and adjusting data. This is very important.
Search the site by type in the "brand name" to your device; (Exclude the model number), in the "Search box at the top right of the display window of the Homepage" to get gathered related posts.

I have just put in new carb an need help to do the settings

If it is a Zama carb, the set up procedure for a new carb is on line. Only problem is that with the new carbs you might need a special tool to adjust the low and high mixture screws. To get around this you can use a dremel tool to cut a straight groove across the head of the adjuster(s) so you can then use a flat blade screw driver.

STARTS IDLES BUT WONT REV UP,ALREADY CLEANED CARB ANY OTHER SUG

You cleaned the carb; did you rebuild it? Did you put in new throttle springs and adjust the needle jet properly... the keeper ring placed on the correct groove? Did you put a new float in and then adjust the float travel properly? If you didn't do these things, then you aren't finished yet. All these things make a difference. If you need to put a new float in, be careful as the metal tab is easy to break off when bending it to correct specs.

Getting spark but wont run

your not getting fuel to the plug i had this problem with a cb100 take the carb off and take the bowl off the carb and adjust the float to the correct adjustements in the manual and adjust the mixture screw to the manuals specifications e.g. 1 3/8 turns out it will be the screw that is the furthest in or if its fuel injectons it will either be fuel pump gone or replace fuel injectors good luck
