I can't connect to the wifi, it just says Authentication problem.

You can follow the steps below to have a try and resolve this:

1. Make sure the computer is connected to WiFi.
2. Ensure Assistant for Android is installed on the device. If not, connect the device with PC via USB cable and MobiKin Assistant for Android app will be installed onto your device automatically.
3. Open the app on the device and scan QR code.
4. Choose the correct computer on the device to get connected. If it doesn't work, you can try to connect it through a USB cable. You can go to here to learn the detailed steps to make your Android device be recognized by the program.

Can you set up, AND use, CHROMECAST, with ONE mobile phone/tablet that has mobile data?

You are confusing yourself.

Mobile Data uses the internet direct from the mobile device.

WiFi uses public or private connection from phone to Router to Internet.

Mobile Hotspot or 'tethering', allows you to connect one device, through another to use data or wifi of the host device.

In your case, you want to connect Chromcast via your device using Mobile Data. Yes you can, see the link for explanation and videos.

You will have to factory reset the phone and lose all of your data and numbers. Good idea not to forget this sort of information.

The first two links above are different methods. The last link is merely the phone number to Mobicel support. Bear in mind that a factory reset is designed to restore the phone to the condition you found it newly boxed.
