Ok Simple Rule
V BELTS go in V pulleys
Flat pulleys get the back of the belt. You must take the deck off the tractor to do this properly. Look inside the hood I have seen belt diagrams there or on top of the deck.
When all else fails Go to the JD Dealer they will gladly help.

Check air filter and fuel filter. Check spark plug. Place 1/3 - 1/2 can of carb/fuel system cleaner in gas tank and run mower, low rpm's
Sparkplug gap:0.030 inches

If the cylinder is out of hydraulic fluid, or if the hydraulic pump has quit, or is leaking internally, any of these could be the source of the problem.
Oh, yes, and if the deck is bent or jammed, perhaps the pump or cylinder cannot raise it.
