Sub another monitor to rule out the video graphics card in the computer, next sub the video cord from the computer to the monitor if possible, if everything checks out replace your computer monitor because the cost will esceed the price of a new one.
There is no term called top/bottom borad in monitor. Lines might have caused becoz of capacitor problem in ur monitor. replacing capacitors will not cost much. try taking ur monitor to someother person
Sounds like a protection circuit kicking on and off, and it will have to be troubleshot to isolate and replace the faulty circuit, whatever it may be. If you have an extended warranty, try to get it fixed for free. If not, make sure you get an estimate before you pay to have it fixed. Oftentimes the cost of repair will exceeed the cost of a new one, as fast as prices keep coming down these days.
I had this exact same problem with the 2200W. I was afraid it was the logic board but that wasn't the case.
I replaced all of the capacitors on the power supply board and now it works perfectly. At first I only replaced the bulging capacitors but that didn't fix it. Most of the bulging caps were the 680's and 470's. It ended up being a 220 (which didn't even look bad) closest to the cluster of 680's.

I suspect the invertor supplying power to the Xenon backlight tubes has failed.
This can be reapired but may not be cost effective.
Ask for a quote from your local computer specialist but keep in mind the cost of a new monitor.
If the picture is distorted it probably needs reapir. I recommend doing a little research to find a reputable reapir shop. You can ask where you bought it or where they sell TV's. If you get two answers the same it might be worth talking to them for pricing.
I think this is the problem of blanking section change the horizantal and vertical blanking transistors.placed near eht.normaly 700 in series and connected with vertical output ic.if they are ok then change vertical output ic.
