The lights alone don't tell enough to tell you how to fix it ACPI S3
Suspend to RAM Windows Standby State.
Does it boot if you use a recovery disk or an emergency boot DVD or USB stick?
Detach all the hard drives and peripherals, pull out all the memory except one, Try again. What is the result?
Try it with a different memory module alone, Repeat.
See if you can isolate a bad memory module
Or it could be a bad motherboard. Shut down and unplug, Inspect the capacitors on the board. are any of them swollen, split or leaking?

sure, the dell manual covers that.
we are not dell here, we are only fixya.

i have the better T3610 here, and books too.
    Precision T3500
    LED errors 1,2,3,4/
    are.
    34 is
Possible system board resource and/or system board hardware failure
let me decode that to english real.
it means vast things can cause this.
    PSU bad.
any shorted modules inside or USB outside, cause this error.
so remove all USB devices, ok now.
then remove any PCI-e cards next. ok now.
this is called reducting a PC to minumum system
all SATA cables, dvd and hdd, etc.
    ok now?
is this OLD PC running that 10 year old RTC battery , yes, why? a $1 part.

    ok now?
last we test each RAM stick in bank0 channel A slot 1by 1, blow out the shots first with
shop air or CAN-O_AIR sold at walfart.

    your service manual is here.https://www.dell.com/support/home/us/en/...

the strip down test are here, in step by step.
    http://www.pcdied.com/PSU/strip-down-tes...

that code 34 is not AI< not by a mile
it is just crude error code, means, do all the tests by hand to find out why.

If you are getting no video at all, then we can use the diagnostic LEDs and the power LED to help determine the failure.

SOURCE: Dell Precision T3500 Press

Try running diagnostic test press the power and the windows key at the same time and it will run in diagnostic mode and hopefully that will reveal the trouble. Also, you may wish to try reseating the memory.

SOURCE: dell precision T3500 unable to initialize fan controller error

This works without opening the case. It should resolve your problem:

1. Shut down your Dell Precision T3500 workstation.
2. Disconnect the AC power cable from the system.
3. Drain the power from the system by pressing and holding the
power button on the front of the chassis for about 30 seconds.
4. Reconnect the AC Power cord.
5. Restart the system.

Issue should be resolved.

Dell T3500 Power button blinks yellow 3-5 times and the 1 and 3 numbered lights blink as well - then they go off together and computer will not turn on

Blinking Amber - System fault error condition including Power Supply (only +5VSB working), V reg (Voltage Regulator) failure, missing or bad CPU etc.1 and 3 LED"s indicatesMemory configuration error.
Just to make sure thatnothing else is causing the problem, remove any PCI cards like modem, videocard, sound card, etc... Remove the memory modules and disconnect cables toCD/DVD drives. Look at the USB ports to see if any are damaged.
