take off the bottom like you are replacing the belt. You will find a little metal clip that controls the upright lock.  It may be lose or broken.

You will have to take the top loose so you can put the handle release in its place. It probably isn't in the right place, either that or a piece of it broke off and it needs to be replaced.

The red pedal has slipped out of position. On both ends of the red pedal you'll see metal rods (the axel of the pedal). On one side you'll see the metal rod sits into a long groove, on the other side you'll see the metal rod sits into a round hole. They both have to be in the long grooves so you have to reposition the rod that's into the round hole by pulling it out and sliding it back into the long groove above the round hole. You'll now be able to bring the handle up and lock the machine back into the upright position.

this just happened to me. i took the vacuum completely apart and found that there is a locking plastic "tooth". this had snapped off but still it the track. the damage was bad but i was able to wash of all the lube off it and used a 2 part epoxy glue to put the tooth back into place. it works ok now. Not like new but it will hold. this was sorta easy but i enjoy fixing things. If your not handy i wouldnt recommend you try it. i am in the process to making an aluminum version of the tooth so it wont break again.

Bissell 3576 height adjustor broken

Hi Chris! Lock the vacuum in the upright position, set the height adjustment to the desired setting, then recline the handle for the change to be made.

How do I get the vacuum to go back to its upright position after vacuuming

My Dyson DC-18 won't click and stay in the upright position. Ideas?

It is difficult to confirm what may be causing this, however its worth ensuring that when you lock the machine back up into the upright position position, that you push the handle slightly forward when you try to do this to help the pedal engage.

X1.1 model has plenty of suction through the nozzle, but doesn't 'pull' across the floor anymore or pickup dirt when using upright

Assuming that the automatic height adjuster is working properly, most likely your Sebo needs a new brush roll because the bristles on the old one are worn to the limit. To test the height adjuster, put the machine in the normal operating position (with the handle not upright) then switch on - the green "down" light may come on briefly (or may stay on if the brush is worn). Then, leaving the machine switched on, move the handle to the locked upright position - the green "up" light should come on, and you may be able to see the whole machine tilt backwards slightly as it lifts the brush off the floor. If that happens, the adjuster is working properly and you definitely need a new brush roll.

Dyson 28 handle is stuck in the locked and upright position. Vac runs fine, just can't get the handle to release to run the vac

On the lower right side of the body of this model is a air duct piece that can get stuck and won't allow you to use the release. Take out that piece and put it back on again to see if that will unlock it.

Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.
Not knowing the brand name and the model # it sounds to me that you have a broken handle release if that is what you are referring to as “Upright Lock Broken” – the handle release lever keeps the hand staying up and in the upright position. So include @ least the brand name and or the model # and I can try to further assist you. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.
