The top of the machine is not threaded correctly. First raise the presserfot then rethread the machine. Bottom looping is usually caused by a lack of top tension. There could allso be a bur on the hook.

The fact that your machine is turning hard says you still have some thread inside the machine that is binding up and activating the safety device. It must turn easily before it will work properly again.
Sometimes the machine must be disassembled to remove these threads.

This can be caused by incorrect bobbin tension or the bobbin is in backwards. Take out the bobbin and put it in according to the instructions for your Singer. If you still have the same problem try tightening the bobbin tension. Please ask if you have any questions.

Place thread spool on the spool pin at back right top of machine. From there, thread through 1) rear thread guide (little hook), 2) front thread guide (front hook), 3) down and up through the thread tension dial from right to left so that thread picks up the thread spring check (the little spring on the left of the tension dial). 4) Through the thread take-up-lever, from right to left (the little lever that goes up and down). 5) Through the thread guard and guides (one on the front, one on the needle arm). 6) Through the needle, front to back.
