If you want to do a Factory Reset :
1. Shut Down your phone
2. Hold Volume + and Power Button at the same time for 10 Seconds
3. wait for the android logo to come up
4. select the Factory Reset

I did a hard reset (hit the reset button on the bottom with the power on) and the sound was restored when I powered it up. No settings or favorites were lost.

Have you looked at the menu on your cable or satellite box to see if there is a seperate volume control for the box?

Send your phone to service, my nokia is dead too, so far 6 friends that have NOKIA TOUCH mobiles 5230, 5530 and 5800 all of them lasted around 6-8 months before the sound from incoming calls is very low with all the settings on volume set on high.
Things that will NOT fix the problem: Reseting phone, isntall up to date software.
