I have a garrison dehumidifier on wheels. Don’t know what size. Seems to work perfectly but does not draw the moisture out of the air. I cleaned the filters but don’t know what else to do.

You need to check that actual amp draw of the unit. It could be the unit has an issue or you have a breaker that could be failing. Unless I know what the actual amp draw is, I can't tell you where to start looking

You may have the humidity/moisture level set to high. Try lowering it to 35%. Or if you don't have a LED Screen on your unit, turn it to maximum.

In addition, most dehumidifiers don't work well if the air temperature is between 40 & 60 degrees F. Keep in mind, the temperature at floor level in a basement is colder that the air temperature at chest high level. Raising the unit up, off the floor on something sturdy enough to handle the weight (with a full tank of water) and the vibration, may help.

There are several reasons this may be happening. The 2 primary reasons are the humidity extraction level is set to high. Lower it to 35% . The lower the setting, the more moisture/humidity is extracted from the air. The higher the setting, the less if any moisture. humidity will be extracted from the air.
On most humidifiers the fan runs almost constantly while in operation. The idea is to continually move the air around and when the unit senses a rise in humidity, above what you have it set on, the compressor will turn ON to extract that humidity.

The 2nd thing that causes the problem is a dirty of clogged intake air filter. Which is easily solved by removing and cleaning the filter. Which should be done at least every 2 weeks, while the dehumidifier is in operation.

I said there were 2 reasons. Actually, there is a 3rd. Not enough clear air space all around the dehumidifier. A minimum of 12" should be maintained during operation.

For instance, if you have the dehumidifier set on 65 to 70%, that's a high level of humidity to maintain in a house. If you have it set for 35 or 45%, that's a low level of humidity to maintain in a house. Which, generally is what you want to maintain in the hot, humid summer months. Also, it's not uncommon on some dehumidifiers for the fan to almost run constantly. It's designed to keep the air moving, in a effort to detect when the humidity level rises.

Also, a dirty air intake filter makes the unit strain to keep up and can't take in moisture as it should. So, if you haven't cleaned the filter no is the time to check and clean it. And while your at it, clean the cooling coils too. Since it sounds like this unit has been working hard for 2 weeks.

The easiest and best way to test a dehumidifier at home, to see if it's working properly. Is to place it in the bathroom and turn the shower ON and don't operate the bathroom's exhaust fan. Set the humidity level low (45%), turn the unit ON and close the door when you leave. Wait 15 to 25 minutes and check the water collection bucket. If there's water in it, it's working as it should.

The fan running, may be the automatic defrost cycle, that defrost the coils, if they become frosted over. The defrost cycle, depending on the unit and how is was designed, can last any where from 15 minutes up to 45 minutes.

I find it uncanny, that all 3 units are not collecting any water. So, it may simply be the case, that the humidity level on each unit is improperly set.

does the air feel humid? could be the humidity level dropped and there isn't any moisture in the air. the air passing over the evaporator coil needs to be laden with moisture for the dehumidifier to work.

I believe a dehumidifier is supposed to operate in temps above 60 degrees. Even though your house is warmer than that, the air entering the dehimidifier may be getting into that range due to it being on a basement level etc. This is perfectly normal and is not a malfunction with your humidifier.

Your options are to either place the dehumidifier closer to a heat source in order to keep the air which is entering warmer. (I've even heard of someone placing a light bulb in front the unit during winter to warm the air slightly as it enters). Because the dehumidifier's coils get cold in order for it to collect moisture from the air, if they are freezing, giving the unit a rest for a few hours every few hours may allow the coils to thaw in between and prevent them from reaching freezing temperatures while running. You could use a timer to accomplish this, but you'll want to insure that it's a commercial grade timer in order to handle the electrical draw that the dehumidifier requires.
