On most mowers, that red wire will connect to the battery. that could be your problem.
you didn't say if it is a rider or not, or how old it is.
Touch the wire to positive post on the battery, with the key off, remove quickly if it sparks.
if no spark, hold it to the battery while turning the key.
if the engine tries to start, connect it permanently.

You may need a 300cca battery, an ignition switch or a solenoid to get things going again. I also would check to make sure the starter gear has not locked in the flywheel teeth; it will burn up the starter. You should be able to go to the snapper website and put your model of mower in and find the parts and diagrams you need.

first try and start it with carb cleaner or starting fluid with the air filter out if it fires then its a carb/fuel problem if not it could be a spark problem remove the plug connect hte wire back up and crank the engine over while looking for spark if no spark disconnect the kill switch wires from the side of the engine should be a single wire near the throttle cable if spark with that off the problem is in the wiring or safety switch if still no spark its the coil

first check the friction wheel that drives the rear axle then look at the cable adjustment you may need to move the small rings around the pedal if all that looks good loosen the pulley assem away from the engine closer to the axle
