There is a huge variety of such things produced but mostly offered to the manufacturers of furniture, office furniture and aids for the disabled and few designs reach the everyday handyman market.

Castors such as you describe would typically be fitted to chairs and trolleys with larger diameter tube than found in domestic tube steel furniture - castors fitting this typically smaller tube will probably be unsuitable due to a light duty design.

By filling the tube legs for a few inches with Plastic Padding and drilling to suit, it should be possible to fit a set of sofa or couch castors due to them using a single mounting hole...

Flip the chair over on its back.
You will see a frame and spring...
Loosen of the spring that's attached to the recliner frame.
You will need to undo the locking nut first.
Wind back the adjuster a couple of turns and do the locking nut back up.. not too tight.
Should be good now.
If not repeat steps to loosen adjuster more.
You may need to tighten adjuster if connected to leg not frame.

Call a repair technician, you need to replace parts.

Depends on the metal because not all metals are the same. There are some that if you try to weld them they just vaporize the instant heat touches them. The only way to know for sure is trial and error. Take that whole assembly off the couch before you try welding it. If you try to weld it on the couch, you'll set the whole couch on fire. You might just want to call the couch manufacturer and see if you can order a replacement. Or take the part to the place you purchased it from to see if they have had any experience with success of getting replacement parts. Most likely they'll say no but be happy to sell you another couch. I would say try welding it; if it works great, if it doesn't you can put it back on and lock it in position and still use the couch, but without the recline.

typically legs in furniture are screwed in with a lag screw and lag bolt which the chair itself should already have a t-nut in place to accept the leg.....

Drill out and plug the enlarged hole with a dowel; then re-drill the pilot hole for the leg screw and reinstall. You can also rig the hole using glue and toothpicks. Another trick, though I can never find them at my local hardware store, is a foil-like metal 'sheet' with teeth sticking out ...you jam it into the hole and the teeth bite the wood and then you screw the leg back in.

I usually go with the dowel rod plug...it seems to hold up best over time.
