Is it a Pabx does it have a make and model number.
Suspect maybe those two phones are on do not disturb mode.
I know this sounds like a bad idea to ask but could the phones be plugged into the lan ethernet sockets instead of the pabx socket points ?
It sometimes happens not sure in your situation ?
might need to add the two phones to a ring group ?

Testimonial: "It's a Comdial DX-80. I checked them both for DND and it is not turned on for those 2 phones."
SOURCE: phones don't ring
Caller ID is a service that is provided by your telephone service provider and not the phone. If the phone company isn't sending your line Caller ID data, your phone won't display it. As for getting the handsets to ring, try pushing the volume up key while the handset is off, the more times you push the button, the louder the ring will get until you are at max ring volume. Also, some models have a "Do Not Disturb" feature which turns the ringer off. Without knowing which model phone you have I cannot tell you how to turn this feature on/off. but you can look it up in your manual online at http://www.uniden.com/index/manuals_results.cfm?cat=1
SOURCE: Uniden CXA15198 not showing caller id
Had a similar issue with a brand new DECT2035 uniden phone, displaying incoming call not caller ID.
Checked my old uniden phone, and it was receiving CID. So I connected my DECT2035 to that line and then lo and behold I got my CID.
After further investigation I found that CID on my dect phone wont work if its using a shared filter (ie. adsl/phone splitter). Had to find an unfiltered splitter and then just put a phone filter (that I got with my adsl modem) onto the line that is directly connecting the phone. and then WOOHOO I have caller ID.
Hope this helps you... I got my wife a little cranky over this one cos it took me over an hour and a half to try and sus this one out =)
SOURCE: CALLER ID ONLY SHOWS "INCOMING CALL"
I was using this site while trouble shooting this in the US...
If the customer has DSL with filters in the same system go back to the NID and Isolate the DSL,
test the caller id and call waiting caller id. If this works you have Data Bleed coming from the DSL.
Make sure there are not two sets of filters on the line. Tjis customer had a filter with the DSL modem.
Doing this we just fixed an on going problem for a field tech who was the second callout on a customer issue.
