Could be several reasons, the striker could be having dirt/ grime and does not make contact. Or the striker is worn due to ware and tare. call a repairman,

Testimonial: "I did and he said the problem wasn't the gas supply or the igniter. That only leaves the circuit board as a probable cause. However, he said to replace it (if they were even available anymore), would be labor intensive, expensive and not worth the cost in such an old appliance. He said his best advice was get a new stove."

SOURCE: GE XL44 gas oven

Starfish, remove the oven racks, in back there will be two chrome screws, remove them. Lift the lower oven panel out by pulling up from the rear. Remove the screws holding the flame spreader and remove the flame spreader. Now you will see the burner and igniter attached to it. There are 2 quarter inch hex screws holding the ignitor on. GE likes to put them on an angle where you cant get at them. If you have trouble you can remove the bottom drawer and remove the screws securing the burner to the back wall. There should be one in the front too. The burner will now lift up and you can get at the screws. The new ignitor should come with ceramic wire nuts. Just cut the old igniter, strip the ends of the wires going to it and wire nut the new one on. Reverse the rest of the steps. Here's a little trouble shooting schem. Catriver...post back.

SOURCE: ge xl44 oven not igniting but burners ignite

The most common failure for a nobake on this type of oven is the bake ignitor. turn unit on and look at the bottom of the oven, you should after about 30-45 seconds see an ORANGE glow, if you do not, chances are you have a failed ignitor.Remove lower part of oven and if you have a meter, place one lead on each terminal and check for continuity( a closed circuit)
If you have an "open" circuit, the ignitor is bad

Replaced gas safety valve, burner flame now too hot

Take a 1/2 inch open end wrench and tighten the orifice on top of the safety valve.Probably about 2 turns. Then adjust the air shutter to mostly open.

GE XL44 oven no gas to bottom half

Make sure the pin on the regulator is pulled to open which will allow gas flow to the oven.  Let me know what you find.
