You state that it surges when plugged in, well that indicates that the main and only fuse in your TV is okay. So, it seems like there is a short in one of many circuits. I would call factory authorized service centers(only). GOOD LUCK!
SOURCE: tv problem
Your problem is in HOT, Horizontal output transistor is defected already ,this is high voltage transistor , if no high voltage there no picture ,but supply is there because light is flashing ,the supply voltage is trap ,when this voltage go to horizontal section your tv is automatically shut off because defected HOT,,you change this transistor ,so performance will better again ..find a tv repairman to do the works in changing the transistor and little reheating works.
This is better in order to avoid high voltage shock, this not cost much....

Unfortunately, the Power Supply has spat the dummy out. It is giving enough power to light the LED but not enough to run the set. To replace it will probably cost more than buying a new set. But ask around your local repairers for a price before you make any decisions...

The power supply is the most likliest cause of the issue. You can get replacement power supply from www.tvcircuitboards.com
SOURCE: RCA LCD TV red light flasiing tv won't come on
I acquired a 42" RCA LCD TV (model L42WD22) that would not come on. When you pressed the power button, the power indicator light on the front of the TV would blink red 5 times. It would then pause for a few seconds and blink red 5 times again, etc. I work as a technician so I took the TV apart. It had capacitors in the power supply section that had overheated and were obvious by looking at them. I replaced all the caps that looked like that, and the TV has been working for days and days after that. The manufacturer uses cheap components when they built, but capacitors don't last forever anyways, even good quality caps.
Hope that may help.
