Reset iPad to factory settings: go to "settings", at the bottom of screen click on "Reset." You will have to re- initialize the iPad as a new device with a new "Apple I.D.

Follow the following steps:

1. Tap Settings > iCloud on your iOS device. If you see the option to sign in, you can change your Apple ID now.

Not possible, the original owner would need to know the iCloud password and email address. Server based, not hardware based. A jailbreak will not do it, if you find sites claiming they can do it, probably software that is virus or trojan loaded, avoid. If the iCloud account is yours, you can reset the iCloud password online and then log into the device once you have reset your password.
