So it sounds like you have either a split in the water reservoir or the tube connecting the reservoir to the heating elements has come off. Looking up parts I couldn't find a new reservoir available. I also don't know how hard it would be to get at the connecting tube and see if it came loose. There should be an access panel, either on the back of the unit or accessible by removing the dirt bin. Then I would pour some more water into it and see where the water is leaking out. If it is coming out the bottom where the steam is supposed to come out then I think the steam chamber has cracked from the heat of the elements. If this is the case, from the reviews I have read (you are not the first to have this issue) then the cost to fix it is going to be higher than getting a new one. I have noticed many many complaints that this item only seems to last for a 2 year period. I don't know how long you have owned the unit. If it is new you may be able to return it for a new unit.
Yes, it should be spinning and driving both belts. If it is not you would need to have it fixed by a service center. This should be covered if your machine is still in warranty. Here is a link to find your nearest BISSELL Authorized Service Center:
