Ask yourself these questions (forgive me if they start of simple)
Have you used the machine before - this will determine if you are pressing the correct buttons to initiate the drum to go around.
Is the machine getting power? Are other elements of the machine working like flashing light etc? This may help you to deduct if the problem is electrical, mechanical, operational, etc.
Try spinning drum with machine off. Common problem is that belt has broken or come of. You could view this by taken cover of the back and having a visual inspection. ONLY DO THIS WITH POWER OFF. Some models have a trip switch which will turn off if belt breaks - this is because if machine stays on while drum isn't spinning, it would be like putting your cloths in the oven.

First did you follow instructions of reseting machine , if not here is the istructions, with machine in ready state, press go button and up arrow at same time, the reset parts life comes up, use up arrow or down arrow to scroll thru to drum replacement, press the ok button when you get to drum, the machine will have drum unit ok?, press okay, machine will cycle and reset drum. -----------
When you replace the drum unit with a new one, or just want to extend the life of your existing drum unit, you need to reset the drum counter by completing the following steps:
Press the + or - button to choose "Machine Info".
Press OK to proceed to the next menu level, and then press the + or - button to choose "Reset Parts Life".
Press OK, and then press the + button to choose "Drum Unit".
Press OK two times.

drums and dev units are meant to last 80 k so check the age.2 have u cleaned the optics? very very important.3 do auto colour calibration in system menu 123 button.or u should be doing it at least 1ce a week.oil has nothing to do with it.
I take it you have the drum removed from the machine completeley, the only thing holding them together should be a rubber gasket, Have you taken the weight from the front and removed all the screws behind the weight? could you not move the screw to the bottom of the tub, remove the heater and then remove the screw, stripping down the whole machine is a lot of work, at least an hour and a half and a sore back into the bargin.
Make sure that yo have the correct belt. I am sure that you have already done this. It sound like the drum it stuck. Make sure the drum will spin. Also without the the belt on make sure the motor will work on its known. See if this will help
clean the lens on your system and then start up ps2 with no disc. highlight browser and hit green triangle. highlight console and hit triangle. highlight diagnostics hit blue x button and select on. press red o button to back up. highlight playstation drive and hit green triangle. highlight disc speed and hit blue x button and select fast. press red o button to back out. turn off machine, insert guitar hero 2 and turn machine on. It sounds like your machine needs a through cleaning from a repair company. There are many good independant vendors out there that will come out for less than $100 for a time and material call on your fax. If you want to try to do something on your own, you can take a can of air and spray the air throughout the machine. If you give me the city you live in, I can give you some ideas for some companies close by if the canned air doesn't work.
